For the Pepperell Mill site, introduce a new zone, Modified Office/Retail district, similar to the Retail/Entertainment district in its mixed-use nature. It should allow residential use similar to Medium Density R-4 to accommodate above ground-floor apartments. Parking and height allowances should be less than R/E districts to keep these smaller developments more on scale with surrounding communities.
